Don't allow 'default_for_enterprise_users' on non-ChromeOS policies

A recent CL [1] introduced a bug on ChromeOS because of a misunderstanding of the `policy_templates.json` format.

Specifically, introducing a non-ChromeOS policy with a 'default_for_enterprise_users' makes no sense. We could check that this doesn't happen on CQ.

This resembles bug 809653, which was also about "default_for_enterprise_users", although it's about a different quirk of it.

Yes certainly related although this one is more "cosmetic" while the other one caused a lot of trouble.
