Steps to repro:
# Enable Chromevox with ctrl+alt+z
# Open file manager with alt+shift+m
# Navigate to downloads
# Press search+a, Search+w to check the window title

Expected: Chromevox would say something like "Downloads - FileManager"

Actual: Only "Downloads" is spoken.
Users might think they are in the download manager.
