[Passwords sync] Extend chrome://sync-internals with user readable user name

The sync internals page is not very usable when asking users to provide more detail if there are multiple password entries per URL.

There should be no privacy issue of revealing (at least) the username decrypted in sync internals.

Unless plans for USS change and we have stricter requirements than anticipated, passwords on USS would display unencrypted specifics in chrome://sync-internals. Hence, this bug would be fixed.

Meanwhile, without USS, it doesn't seem like a good idea to decrypt passwords for the purpose of sync-internals.
