Issue descriptionUserAgent: Mozilla/5.0 (X11; Fedora; Linux x86_64; rv:62.0) Gecko/20100101 Firefox/62.0 Example URL: https://www.fatface.com/legal-info/terms-and-conditions.html Steps to reproduce the problem: 1. Go to the page #1 (https://www.fatface.com/legal-info/terms-and-conditions.html) and scroll to the bottom of the page 2. Go to page #2 3. Return back to page #1 4. Scroll to top on page #1 5. Reload page What is the expected behavior? 1. Page is stay on the last scroll position 2. Page has no multiple scroll attempts and rendering issues What went wrong? 1. Scroll position is lost 2. Browser try to scroll many times and has rendering issues Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? Yes Chrome version: 69.0.3497.100 Channel: stable OS Version: Flash Version: This bug is reproducible on Mac, Windows and Linux Google Chrome versions.

Able to reproduce the issue on win-10, mac 10.13.3 and ubuntu 14.04 using chrome reported version #69.0.3497.100 and latest canary #71.0.3562.0. But the behaviour seems to be inconsistent in nature. Hence, unable to provide the bisect results. Marking it as untriaged and requesting someone from UI>Browser>Navigation team to please have a look into the issue and help us in assigning it to the right owner. Thanks...!!

Is the bug still happening for you on the latest Canary? I can consistently reproduce it on 72.0.3595.2 (Dev Channel) but not at all on 72.0.3602.0 (Canary). I wonder if a fix landed recently between those versions? Maybe a bisect between those versions is worth trying. CC'ing pnoland@ in case it's a scroll anchor serialization issue.

There's a good chance this was the same issue as https://crbug.com/898142, which AFAICT was fixed right after the Dev Channel build was cut.
