Regression: On-screen keyboard disappears and bottom of the screen becomes blank in OOBE screen

Issue description

Chrome Version: 71.0.3558.0/11094.0.0 dev channel  Reks, Daisy & Kip
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> Enable On-screen keyboard and keep it open 
(2)Tab and click on Let's go and Click on 'Add other WiFi Network' overlay and click on the security type dropdown and observe

Actual: On-screen keyboard disappears and bottom of the screen becomes blank
Expected: No such issue should be seen

This is a Regression issue as same is working fine in 71.0.3555.0/11082.0.0 dev

Weird. Can't repro on 71.0.3558.0 samus, I see the same results as the "expected" video.

So in the "actual" video, the virtual keyboard seems to be dismissed, even though it was launched from the shelf so it should be sticky. OR the keyboard actually crashed.

kebalaji@, after the keyboard disappears, can you still bring up the keyboard (e.g. by tapping on a text field?). Does the virtual keyboard work at all afterwards?

Able to get Vk when clicking on text field, but when we click on non-text fields, blank patch is seen in place of Vk.
Is this related to crbug/888240?

The fix to 888240 is merged today, should be available to verify in couple of days.
Yeah it might be related. Let's wait a couple of days then.
Does this issue still repro on 71?
