Regression: Unnecessary spacing is seen in context menu

Chrome Version: 71.0.3558.0/11094.0.0 dev channel  Reks, Daisy & Kip
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Right click on the screen for context menu, click on shelf position and observe unnecessary spacing

Actual: Unnecessary spacing is seen in context menu 
Expected: Proper spacing should be there

This is a Regression issue as same is working fine in 71.0.3555.0/11082.0.0 dev
