Google Chrome signing me out every time I start a new session

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open Browser
2. Log-in to "paused" google account
3. visit twitter, facebook, yahoo mail
4. log in to twitter, facebook, yahoo mail
5. close browser
6. reopen browser to find login "paused"
7. open Twitter, facebook, yahoo mail to find I have to log in again

What is the expected behavior?
Google account and 3rd party logins saved when I reopen browser

What went wrong?
Chrome updated to latest build and this problem began

Did this work before? Yes Not sure how to determine what version I had before Version 69.0.3497.100 (Official Build) (64-bit)

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0
Flash Version: 

This appears to be the same as  issue 795827 , but I don't see an effective resolution there. I deleted my cookies file, but this did not resolve the issue.

Able to reproduce the issue on win-10, ubuntu 17.10 and mac 10.13.3 using chrome reported version #69.0.3497.100 and latest canary #71.0.3559.0. Observed that on logging-in to "paused" google account every time, it asks to log-into any gmail account, twitter e.t.c even if the accounts have been logged in earlier.
But unable to provide bisect results as it require logging into paused google account everytime to reproduce the issue, which is not feasible.

Hence, marking it as untriaged and requesting someone from Internals>Network>Cookies team to please help us in assigning it to the correct owner.

Any chance you could open up chrome://histograms a few minutes after Chrome start and see if there are entries for Cookie.LoadProblem, Cookie.CommitProblem, and Sqlite.Error.Cookie, and if so, paste them here?

I looked at chrome://histograms both when paused (histogram1.txt) and again when logged in (histogram2.txt) and found no entries for Cookie.LoadProblem or Cookie.CommitProblem or Sqlite.Error.Cookie in either dataset.

This does not seem related to Google signin, because this impacts non-google cookies. The "Sync Paused" state is probably a red herring here. Removing the signin label.

In chrome://settings/content/cookies,
did you set "Keep local data only until you quit your browser" to ON? It so, set it back to OFF to fix the problem.


Also clearing your cookie file will log you out of all websites, this is expected behavior.
I think we found the problem. Apparently my "administrator" (on my school laptop) set the "keep local data only until you quit your browser" as the default setting, which I cannot change.

We can mark this issue as resolved.
