Regression : Bottom view of notification is seen instead of top view at Uber Tray

Chrome Version: 71.0.3558.0/11093.0.0 dev channel Reks,Daisy & Kip
OS: Chrome

What steps will reproduce the problem?
1)Sign into User -> Open Uber Tray ->Now Press 'Ctrl+F5(Overview Mode Button)' for screenshot and Notification is seen 
2)Observe Notification preview i.e. bottom view of notification is seen instead of top view and again need to scroll to view 
(Please refer Video)

Expected: Top view notification should be seen
Actual: Instead bottom view of notification is seen

This is Regression Issue as same is working fine in M-68

Note : Issue is also seen on M-69 and M-70

This is implemented in NewMessageListView. Right now, it's not working because of a minor bug, but it'll be fixed soon. https://crrev.com/c/1286011
