When shelf bar is set on auto hide, vscode is not responding: no scroll or edit possible (Crostini linux app)

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11021.19.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.22 Safari/537.36
Platform: 11021.19.0 (Official Build) beta-channel eve

Steps to reproduce the problem:
1. set shelf to auto-hide
2. Open vscode (linux app)
3. Maximize vscode window

What is the expected behavior?
Should be able to scroll in the vscode window
Should be able to select something in the vscode window

What went wrong?
vscode UI is not responsive. If I remove the "auto-hide" from the shelf bar, then this is working as expected

Did this work before? N/A 

Chrome version: 70.0.3538.22  Channel: beta
OS Version: 11021.19.0
Flash Version: 31.0.0.113
 
This is happening when I set the titlebar style to "Custom" in vscode. If I leave it in Native, then this works fine.

Jeff, can you try to repro?
BTW, I am using my PB connected to 2 external monitors via a DELL D6000 dock using the DisplayPorts (DisplayLink?). VSCode is placed in one of the external monitos (which is set as 'primary' in this configuration)
I'll have to try this again when I have an external display connected. But this does not reproduce on the internal display following the steps indicated with Chrome OS 11151.11.0.
