Chrome Version: 71.0.3559.0 (Official Build) 3bdc2dd56448262e33bd56e87998b4a26af69141-refs/branch-heads/3559@{#1}(32/64-bit)

OS: Windows(7,8,8.1,10),Linux(14.04 LTS)  and Mac(10.12.6 , 10.13.1 , 10.13.6 , 10.14). 

Precondition: Atleast one entry of saved password should be be present in chrome://settings/passwords

What steps will reproduce the problem?
1. Launch chrome and navigate to 'chrome://settings/passwords'.
2. Click on 'More actions' of saved password and click on 'details' such that 'Saved password details' overlay will open.
3.Now press tab key 2-3 times and press 'Shift + Tab' key until focus reaches to omnibox.
4.Observe.

Actual Result: Two focus highlights are seen on 'Saved password details' overlay after pressing 'shift+tab' key. 
Expected Result: Two focus highlights should not be seen on 'Saved password details' overlay after pressing 'shift+tab' key. 

This is regression issue broken in ‘M-71’ and below is bisect info,
Good build: 71.0.3549.0
Bad build : 71.0.3550.0
