Issue descriptionChrome Version: 71.0.3559.0 Revision 3bdc2dd56448262e33bd56e87998b4a26af69141-refs/branch-heads/3559@{#1}(32/64 bit) OS: Windows(7, 8, 8.1 ,10), Mac(10.12.6, 10.13.1, 10.14, 10.13.6), Linux(14.04 LTS) URL: https://chrome.google.com/webstore/detail/pdf-viewer/oemmndcbldboiebfnladdacbdfmadadm What steps will reproduce the problem? (1) Launch chrome, navigate to above URL and click on 'ADD TO CHROME' button. (2) Open any pdf file (e.g.http://www.orimi.com/pdf-test.pdf) then click on PDF icon. (3) Observe. Actual: Default cursor is not seen on PDF URL overlay. Expected: Default cursor should seen on PDF URL overlay. This is a regression issue, broken in 'M67', below is bisect info: Good Build:67.0.3362.0 Bad Build: 67.0.3364.0 You are probably looking for a change made after 540879 (known good), but no later than 540880 (first known bad). Looks like the explanation got lost. I don't think it's an expectation that the entire edit body receive keyboard focus on a mouse activation. If this does indeed cause problems, feel free to reopen/open a new bug.
