OpenGL rendering appears to be having issues in certain Android apps

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11021.19.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.22 Safari/537.36
Platform: 11021.19.0 (Official Build) beta-channel cyan

Steps to reproduce the problem:
1. Install PPSSPP from app store
2. Load any content for this app
3. Rendering is not working since 70.x.xxxx versions of ChromeOS

What is the expected behavior?
Working application

What went wrong?
Rendering issues

Did this work before? Yes 69.0.3497.95

Chrome version: 70.0.3538.22  Channel: beta
OS Version: 11021.19.0
Flash Version: 

Although 69.0.3497.95 worked even that version had a few rendering issues as well that varied from game to game.

This link shows what I reported to the PPSSPP dev team hoping they might have some ideas.  They think it may be video driver related.

I was asked by the developer of PPSSPP to produce a logcat from my device and thought it may possibly be useful to the devs here too.

This issue may be closed.  The developer was able to determine a GL_EXT was being misdetected.
However I would note still that in version 69 of CrOS the app PPSSPP was working as it should and it appears something in version 70 as related to GL_EXT's changed causing the issue to the app.  Again the linked issue on Github for this developers app has all the info.
