'Capture full size screenshot' command only captures viewport

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open DevTools
2. Cmd+Shift+ P
3. enter "screenshot""
4. select "Capture full size screenshot"

What is the expected behavior?
A screenshot of the entire page is downloaded

What went wrong?
Only the viewable area is captured.

Did this work before? Yes 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: OS X 10.13.6

Unable to reproduce the issue on reported chrome version 69.0.3497.100 using Mac 10.13.6.Attaching screenshot for reference.
Steps: 
---------
1. Launched reported chrome 
2. Opened DevTools and clicked " Cmd+Shift+ P "
3. Entered "screenshot"" and selected "Capture full size screenshot"
As we are observed that >> A screenshot of the entire page is downloaded

@Reporter: Request you to retry this issue with fresh profile without any extensions & apps or reset all the flags and let us know if issue still persists. Let us know whether issue still persists.

Steren, does this happen on any site or on some particular page?
I might have an extension that conflicted.

I cannot reproduce the issue on my personal account
