Docked magnifier shortcut warning missing

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 11021.19.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.22 Safari/537.36 Platform: 11021.19.0 (Official Build) beta-channel auron_yuna Steps to reproduce the problem: 1. Press Search + Ctrl + d 2. Docked magnifier appears with no warning message 3. Press Search + Ctrl + m 4. Warning message appears before full screen zoom is activated. What is the expected behavior? Warning message should appear before docked magnifier is activated, just like full screen magnifier. What went wrong? Chromebook Central users are confused about the "weird split screen" that they find on their ChromeOS device. Kids and cats and pranksters are enabling the feature.
