restore to full screen

Reported by tldr@fernandomiguel.net, Sep 23

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.22 Safari/537.36

Steps to reproduce the problem:
1. on a mac, have multiple chrome windows in full screen
2. restart chrome (updates for example)

What is the expected behavior?
for windows to restore previous position (the order they were when closed), and size (if full screen or windowed)

What went wrong?
all chrome windows from all profiles land in one desktop window in 3/4 of the desktop size, overlapping each other, requiring many many clicks to restore them to full screen individually and re-adjust the sort position

#firstworldproblem

Did this work before? No

Chrome version: 70.0.3538.22 Channel: n/a
OS Version: OS X 10.14.0

Same behavior with fullscreen windows on Linux. Also this doesn't appear to be a regression (at least on Linux from M69->M70)
@thomas afaik windows and Linux don't have the same behaviour of full screen desktop as mac

This isn't a regression as it was never a feature.
Just trying to improve user experience for the better

Restoring windows to the proper spaces (of which this is a sub-bug) is a longstanding bug. This specific bug is a duplicate of issue 670731.
