occasionally tabs dragged to new window close

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.22 Safari/537.36

Steps to reproduce the problem:
1. open 4 tabs
2. ctrl+click to select two
3. drag them to a new window
4. make window full screen (mac)
5. close the tab you ended up when dragging them off (cmd+w)

What is the expected behavior?
for only one tab to close , leaving the remaining one on the new window

What went wrong?
the entire window closes as if it only had that tab

Did this work before? No 

Chrome version: 70.0.3538.22  Channel: n/a
OS Version: OS X 10.14.0
Flash Version: 

I've seen this happen since at least M67, I think. Still happens on M70 beta
it doesnt always happens, but might depend on which tab you land.
But it happens to me a few times a day

though it was a bug with chrome://flags/#single-tab-mode , but switching between different status seems to not affect this

@meh #3 i dont remember then visually remain selected.
maybe it happens as a process, but visually they are not selected

Able to reproduce the issue on reported chrome version #70.0.3538.22 and latest chrome #72.0.3617.0 using Mac 10.14 by following steps as per comment#0(without enabling "chrome://flags/#single-tab-mode").
Note: As mentioned in comment#0, unable to select two tabs using Ctrl+Click. Reproduced the issue using Cmd+Click.

When tried bisecting the issue found a different behavior from chrome version #70.0.3498.0 to #70.0.3537.0. Observed that by using Cmd+Click, unable to select the two tabs. Last good behavior found is on chrome version #69.0.3497.128.

i just realised that i mentioned ctrl, but it should have been cmd+click.
at least on mac.

and yes, i can still reproduce the issue of newly dragged tab closing when trying to close one, because they remain selected in the new formed window.
