Steps to reproduce the problem:
1. Go to chrome://settings/languages select languages: En, De, Ru (see screenshot)
2. Restart browser, open Street View in France, e.g. https://www.google.com/maps/@48.6371625,2.4388186,3a,75y,344.92h,91.88t/data=!3m7!1e1!3m5!1s6vPuvLP0BYTES1ME6ofDfw!2e0!6s%2F%2Fgeo3.ggpht.com%2Fcbk%3Fpanoid%3D6vPuvLP0BYTES1ME6ofDfw%26output%3Dthumbnail%26cb_client%3Dmaps_sv.tactile.gps%26thumb%3D2%26w%3D203%26h%3D100%26yaw%3D145.81891%26pitch%3D0%26thumbfov%3D100!7i13312!8i6656?hl=en

What is the expected behavior?
The street name should be either in English, or in French.

What went wrong?
You'll see street name in Russian, not in English although English is a default language and is on the first place in the list of languages.

I mostly face this issue in France, but not in Germany (not for 100%).

This issue have been previously closed (https://bugs.chromium.org/p/chromium/issues/detail?id=818420) as a WAI feature (It tells browsers what languages you prefer), but as we can see, in my case I prefer to get English, then German and only then Russian, despite this setting I still get street names in Russian, not in English.

Also if it would be a feature, i would expect to observe such kind of behaviour permanently in StreetView, not just in France.
