#top-chrome-md "Normal" no longer reverts to the normal mode

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3558.0 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://flags/#top-chrome-md
2. Choose "Normal" and restart browser
3. Observe tabs

What is the expected behavior?
Tabs should be angled and the new tab button is possible to click.

What went wrong?
Tabs are rounded and the new tab button is nearly impossible to click.

Did this work before? Yes Unsure. Worked up until a restart today. Last restart maybe a month ago.

Chrome version: 71.0.3558.0  Channel: canary
OS Version: 10.0
Flash Version: 

Attempting to choose other modes for #top-chrome-md does not seem to actually change the look of chrome, however the "Refresh" mode does not have the new tab issue.
 
I forgot to attach a picture of the issue. It should also be noted that the tabs are lower in height(as they should be), almost like the "Normal" mode is only half being applied.

There also appears to be a weird color change on the text of a selected tab when the window is not active. The tab is also marginally smaller than the other tabs. Issue persists regardless of theme.

Able to reproduce the issue on Windows 10, mac 10.13.3 and Ubuntu 14.04 using chrome reported version #71.0.3558.0.

Status: WontFix (was: Assigned)
This flag is in the process of being removed, which is why the pre-refresh options on it are rapidly degrading.  Expect degradation to proceed; Refresh is the only UI supported from M69 onward.

The reason Normal is more broken than Refresh is that the flag is only half-ripped-out; the tab and tabstrip code has been updated, but not the frame code.
How unfortunate. Guess I'll have to downgrade.
