Slow video performance in 69.0.3497.100

Issue description

Chrome Version       : 69.0.3497.100 (Official Build) (64-bit) (cohort: Stable)
URLs (if applicable) : stan.com.au
Other browsers tested: Firefox

What steps will reproduce the problem?
(1) Play HD video in the latest Chrome (above) verses the previous release
Windows 2016 Server, NVIDIA GeForce GTX 1060 3GB
(2)
(3)

What is the expected result? Smooth video playback


What happens instead? Slow video performance, whole system becomes slow


Please provide any additional information below. Attach a screenshot if
possible. Clean PC, instant change between versions, I am a developer...

Tried to reproduce the issue on reported chrome 69.0.3497.100 using Mac 10.13.16. Attaching screencast for reference.
Steps:
-----
1. Launched reported chrome
2. Navigated to given URL stan.com.au 
3. Entered mail and clicked on start your free trial 
As we are getting payment page 

@Reporter: It would be really helpful if a sample credentials is provided, so that we can investigate the issue further. Also confirm the OS.

+wolenetz could be pts dts related.
I don't think this is related to MseBufferByPts, since the only way that behavior could currently be engaged on Stable Chrome would be by starting Chrome with --enable-features=MseBufferByPts. 69.0.3497.100 has only shipped on Stable channel (from what I can tell).
Video problems also from iview which is free although might be region locked

I have dual  NVIDIA GeForce GTX 1060 3GB cards showing onto 4 screens. With iview, the second monitor that isn't displaying the video now turns on & off when video is attempting to be played through Chrome on the 'active video monitor'. I played video every day before Chrome 69 without any issues. Operating system was included in the original report. Firefox still perfectly fine.

Thanks, everything looks reasonable there. What CPU do you have? Are things improved on Chrome Canary?
Intel i9-7900X with 32GB of RAM
Everything was working perfectly in Chrome (literally 30 seconds before I hit the upgrade button to the new version)
PC is idle when doing the tests after a clean boot with same issue. Even medium resolution video in chrome is jerky
Problem is still present in the latest Chrome Canary
Why are Native GpuMemoryBuffer not enabled? It doesn't seem to help if i use the switch to manually term them on but just interested...

Native GMBs can't work on Windows due to the sandbox, if you enable it you're just getting shared memory based GMBs, which is still nice but tends to add a bunch of memory usage.

Does running Chrome with --disable-direct-composition help?

Let's say known good revision is M68 cut, which is 561733
known bad revision is M69 cut, which is 576753
One more thing to check: did you also happen to take a OS update from microsoft around the time you upgrade Chrome from M68 -> M69?

We saw another regression case in house and the cause is likely an OS update.
