position:sticky - table border remnants when table is scrolled

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open https://jsfiddle.net/70vjwymx/
2. Scroll down and then up 

What is the expected behavior?
When scrolling up, there should be no remnants of previous rendering.

What went wrong?
There are lot of unexpected horizontal red lines.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0

Fixed by r590578 in Chrome 71, not yet merged to 69 or 70.
I can confirm it works fine in Canary 71.0.3558.0.

trchen@ This is already fixed by a change of yours apparently. Not sure if it is related to SPV2 or should be merged. Please triage issue.

trchen@ has moved on from chromium work.

I'm guessing that the fixing patch cannot be merged back to M-69, but maybe M-70 is possible.

Thanks for taking the time to file this with a small testcase.

Because this is not a regression, and the fix is complex, I think we should not merge this early and should instead wait for this fix to roll out as part of the regular 6-week release cycle.

I'll close this as "fixed" (pending release) but am happy to reopen if needed.
The fix itself introduces at least one regression:  bug 891166 .
