UI is flickering sometimes

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Use chrome for a while

What is the expected behavior?
No flickering

What went wrong?
UI flickers sometimes. Usually when switching tabs or when a resource heavy website is loading.

Did this work before? Yes 1 or 2 versions ago

Chrome version: 69.0.3497.100  Channel: stable
OS Version: Linux Mint 18.3
Flash Version: 

Flickering is at its peak with hardware acceleration enabled, with hardware acceleration disabled, it is more subtle.
 
Linux kernel version: 4.15.0-34-generic
Example of resource heavy website: ads.google.com
Also, not sure if this will make a difference, but 1 or 2 versions ago, when there was no flickering, I had "Use system title bar and borders" enabled.

I'm going to enable it again and see if that solves the problem. I will report back soon.
Yep, that has solved the problem.

I can therefore confirm that the UI flickering only happens when the "Use system title bar and borders" option is disabled.

Unable to reproduce the issue on chrome reported version# 69.0.3497.100 using Linux 14.04 with steps mentioned below:
1) Launched chrome reported version and opened the URL: ads.google.com
2) Enabled "hardware acceleration" from Chrome://Settings and "Use system title bar and borders"
3) Used chrome for a while and didn't observed any flickering in the UI
Observations: Also tested the behavior by disabling the "hardware acceleration" from Chrome://Settings and didn't observed flickering in the UI

@Reporter: Please find the attached screencast for your reference and provide your feedback on it and let us know if this issue is specific to Linux Mint 18.3. Try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.

Please find the attached screenshot for the kernel version of the Ubuntu 14.04 system that we are using.

Observations: Also tested the issue on chrome reported version# 69.0.3497.100 using Ubuntu 17.10, didn't observed any flickering in the UI. 
The kernel version of Ubuntu 17.10:

Try with the following configuration:

 * Linux kernel 4.15.0-34-generic
 * Ubuntu 16.04 ( Linux Mint 18.3 is based on this )
 * Hardware acceleration enabled
 * Use system title bar and borders disabled

Unable to reproduce the issue on chrome reported version# 69.0.3497.100 using Linux 14.04 and 17.10 as per comment# 6 and 9. Hence routing this issue to Inhouse team to triage this issue further if the configurations setup is present as mentioned in comment# 11 and adding TE-NeedsTriageFromHYD label to it.

Observations: Also tested the issue on Ubuntu 16.04, and unable to reproduce the issue, it has kernel version as mentioned below:

4.4.0-130-generic
techm@INHYIZPC13709:~$ uname -a

Thanks for filing the issue!Tested in chrome reported #69.0.3497.100 on Linux-Debian Rodete and not able to reproduce the issue.Hence adding the respective label for it to triage further.

Removing Needs-Bisect label as of now,please add if its required.
