HTML download attribute doesn't working on latest Chrome version.

Steps to reproduce the problem:

What is the expected behavior?
I am trying to use HTML download attribute to download some files, But it doesn't downloading. I tried on Firefox worked.

What went wrong?

Did this work before? Yes In the earlier versions.
