VK become transparent when lose focus in input box

OS: Chrome OS Version 71.0.3554.0 (Official Build) unknown (64-bit)

What steps will reproduce the problem?
(1) Turn on a11y keyboard.
(2) Click icon button on shelf bar to make VK always on
(3) Enter focus into input box, click any other area to blur the focus.

What is the expected result?
VK doesn't change.

What happens instead?
The VK area became transperate.

Doesn't happen to me on 71.0.3557.0... My input tools version is 71.0.2018.09.06. Was this a recent regression? Maybe the buggy patch was not released.
