Forced tab re-focus on inspector launch after significant delay.

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open multiple tabs.
2. Launch DevTools (using right-click 'inspect').
3. Navigate to other tab (before DevTools opens).

What is the expected behavior?
- DevTools should open immediately.
- Tab should not force re-focus when DevTools becomes available.

What went wrong?
DevTools opens extremely slow compared to last build (10-15 seconds). 

During this period a user may want to navigate to other tabs. When DevTools eventually launches and is ready for use the tab re-focuses and disrupts other navigation/web app use.

- Tested with activity monitor for any memory usage spikes, which produced nothing unordinary.

Did this work before? Yes Major version 68

Chrome version: 69.0.3497.100  Channel: stable
OS Version: OS X 10.13.6
Flash Version: 

Important system specs:

- 2.2Ghz intel i7 Processor
- 1.5GB Intel Iris GPU
- 16GB DDR3 RAM
- SSD Storage

(hard to imagine a bottleneck)

Unable to reproduce the issue on mac 10.13.6 and mac 10.13.3 using chrome reported version #69.0.3497.100 and latest canary #71.0.3558.0.
Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened multiple tabs.
2. Launched DevTools (using right-click 'inspect').
3. Navigated to other tab (before DevTools opens).
4. Observed that devTools opened immediately without any issues.

tomeady97@ - Could you please check the issue on latest canary #71.0.3558.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

tomeady97@, can you please try reproducing this with an empty profile? You can start chrome with --user-data-dir=<some-new-directory> to create a new profile.

If it does, would it be possible for you to record a trace (in chrome://tracing) of DevTools opening and share it with us?
