chromium being force close while resizing a popup window

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3536.0 Safari/537.36

Steps to reproduce the problem:
1. open a website include javascript popup

pop=window.open("/link","_blank","resizable,width="+screen.width+",height="+screen.height);

2. click on popup

3. resize the popup window 2 ~ 3 times

What is the expected behavior?
resize it normally

What went wrong?
the browser killed , and all open windows lost

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 70.0.3536.0  Channel: dev
OS Version: 10.0
Flash Version: not installed

i was in incognito mode

i test this solution 2 times
and browser killed same as first time
 
it also kill the browser in normal mode (without incognito)

and also tab recovery system not works

----------------------------------------------------------------

1- i enter a login page
2- after send a post form it show a private area
3- i click on a link with href and target _blank , then its a new tab
4- on new tab i have an iframe
5- in iframe i do a login agian (same domain , same protocol , different path)
6- here i have a link with onclick event that will open the popup
7- if i resize the popup the browser will kill immediately

i will download and test it on lastest release of chromium (today) in Dev channel
this bug exist in lastest chromium version

This will help us in triaging the issue further.
Also please provide crash id from chrome://crashes for further triaging.
