Keyboard shortcut for zoom page zooms dev tools out

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
1. Open dev tools, docked to the right
2. Hit CMD+SHIFT+[+]: zooms page in, OK
3. Hit CMD+SHIFT+[-]: doesn't zoom page out, but zooms dev tools out

What is the expected behavior?
CMD+SHIFT+[-] should zoom page out.

What went wrong?
Shortcut is redirected to dev tools rather than to the page.

Chrome version: 69.0.3497.92  Channel: stable
OS Version: OS X 10.13.6
Flash Version: 

To restore the dev tools' zoom level, open it in a new window, then use the shortcuts (they work fine when it's in a window).

Peter, as with other input, the effect of the zoom shortcuts depends on whether the inspected page or the devtools have focus at the moment. In case of docked DevTools, you can tell if they have focus by the color of selection (gray == inactive, blue == active). I tried right now and I couldn't reproduce the behavior you describe with m69 -- i.e. both zoom-in and zoom-out work are applied to the same window. Can you try again and see if the focus is accidentally moved to the DevTools window?

When the focus is on the page, the page is zoomed in and out. However, when the focus is on the dev tools, zoom in is routed to the page, while zoom out is routed to the dev tools. I've just tested it again. This is Chrome on macOS. Maybe the issue has something to do with the fact that on my keyboard layout, I need to press the SHIFT key to reach the plus sign, while the minus key is reached without the SHIFT key.

I think the layout you describe is common for the US keyboards, and yet I can't reproduce this isssue on Mac. What DevTools panel are you on? Sounds like perhaps DevTools looses focus at some point?
I tried the Elements, Console and Sources tabs, it doesn't seem to matter. Also, I've updated to 69.0.3497.100. The problem is still there.

I was able to reproduce the problem on a different machine (iMac). Interesting here: CMD+SHIFT+Minus zooms the page, while CMD+Minus zooms the dev tools. On my laptop though, both shortcuts always zoom the dev tools when it has the focus.

Well, the official shortcuts are Cmd-(+) and Cmd-(-) (https://support.google.com/chrome/answer/157179?hl=en), so I guess as long as these work let's say it's working as intended. I couldn't reproduce the problem with Cmd-Shift-(+) and Cmd-Shift-(-) on a couple of macs that I tried, I guess it may be related to some OS-configurable keyboard mapping or specific keyboard layouts.
