Recycle win buildbot machines for LUCI win32-builder-perf |

Issue description
Because our windows resources are constrained, we want to recycle the following machines from "Win x64 Builder Perf" builder (issue 828466) for LUCI win32-builder-perf builder.
build{131,137,170,171, 190..207}-m1 (see https://chromium-review.googlesource.com/c/chromium/tools/build/+/1238489)
Can lab folks recycle those machines to chrome-swarming server?
Since this is blocking the LUCI migration, if would be great if we get this done in 2/3 weeks.

I still need to update our DB records for all hosts/dracs, I will do that tomorrow AM.
