Pages lock up intermittently and the page becomes nonresponse to scrolling

Issue descriptionDevice name: Pixel XL From "Settings > About Chrome" Application version:69.0.3497.100 Operating system:9.0.0 Pixel XL Build PPR 1.180610.009 URLs (if applicable): Steps to reproduce: (1) Open site (2) Zoom in (zooming in seems to exacerbate this; I have force enable zoom enabled, if that's relevant) (3) Expected result: Page freezes hard. Can't scroll up or down. Takes a minute or two for it to resolve Actual result: The smooth user experience that I have become accustomed to. This seems to have started after the last update came in, but I could be wrong.

Tested the issue on android and unable to reproduce this issue Steps to reproduce: -------------------------- 1. Launched chrome and navigated to m.facebook.com 2. able to scroll successfully and no page lock is seen Chrome version: 69.0.3497.100 OS: Android 9.0 Android device: Pixel XL @william.w.bennett: Please check the above steps and let us know if we miss anything. Is this issue consistently reproducible? Any information on reproducing the issue would help in better triaging. Thanks!
