Accessibility: macOS high contrast setting degradation with new tabs UI in M69

The pre-69 tab strip UI used to have strong highlight of the active tab when "Accessibility -> Increase contrast" is enabled in the OS.

I'll take a look at this. Right now, the active tab is *extremely* bright compared to the inactive tabs, but the inactive tabs have a very dim separator. I think the dim separator is probably the main bug here.
