Prevent Night Light from turning on based on the schedule when user forces it off

Issue description

Feedback from user:

"I have night light set to turn on automatically from sunset to sunrise. However, sometimes I want to disable it for a little while (e.g. because it's not quite dark enough yet or I'm doing color-sensitive work like editing photos). So I click the "night light" icon in the quick settings tray to toggle it off. Unfortunately ChromeOS is very persistent in turning it back on:

1) if I change to another multiuser profile and back, it gets turned back on
2) if I put the machine to sleep and wake it, it gets turned back on

It would be nice if clicking the icon would override it until the next sunrise/sunset cycle, which is what I expected to happen."
