ind cmd and powershell start chrome index.html behaves differently depending weather there is a open tap or not

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Create any basic index.htlm 2. Put chrome in path 3. make sure to have no chrome tabs open 4. Either in cmd or power-shell cd into the directory with index.html 5. run start chrome index.html in cmd or start chrome .\index.html in powershell What is the expected behavior? The expected behavior is the the file will be rendered. What went wrong? If no chrome tab is open that chrome tries to got to the "index.html" rather that "C:\folder\index.html" with cmd. Or in powershell the address will be ".\index.html" Did this work before? N/A Chrome version: 69.0.3497.100 Channel: stable OS Version: 10.0 Flash Version: If other chrome tab is open the appropriate path is loaded which hint that that is the expected behavior.

gjergjikonica@ Thanks for the issue... Tried to reproduce the issue on reported chrome version 69.0.3497.100 using Windows 10.Attaching screen-cast for reference. Steps: --------- 1. Launched reported chrome 2. Created and Opened html file from cmd As we are observed that the html opened and rendered @Reporter: Could you please check the attached screen cast and please let us know if anything missed from our end and Can you verify this issue with fresh profile that is not having any extensions and apps or reset all the flags. Let us know whether issue still persists. If possible provide sample file for better triaging it. Thanks..!
