Steps to reproduce:
# In Settings > Manage Accessibility Features, enable Highlight area with keyboard focus feature.
# Put keyboard focus anywhere except the Omnibox, you'll see an orange bounding box around the area
# Put keyboard focus in the Omnibox
Expected: orange highlight appears
Actual: no highlight appears

This only happens in the Omnibox, I haven't found other areas where it was a problem.
