We'd like to tweak how we serve PPDs (again) so that we can enumerate multiple folders with one domain.

For this we'll need:
1) A revision to the index format
2) Revisions to the PpdProvider

Changes to index file generation will be handled separately.

Could you explain the use case a little more. What kind of file-hierarchy are we looking to move towards here?

We're looking to separate the PPDs by source.  So we'd have a structure like:
foomatic
hpcups
epson
...

We're looking for just one level of folders.  We will need to be able to add/remove from the list.
