"UP/Down arrow key" is missing on Japanese Virtual keyboard

Issue description

Chrome Version       : 70.0.3538.28
Platform             : 11021.23.0 - Ultima

What steps will reproduce the problem?
(1) log into Ultima device and flip it into tablet mode
(2) touch on the omnibox to bring up the virtual keyboard
(3) set IME to Japanese 
(4) touch "ka" key, and then touch "space" key 


What is the expected result?
On step4, "down" arrow key should appear on Japanese candidate area on VK.  

What happens instead?
On step4, Japanese candidate characters appears on VK without "down" arrow key.  Unable to expanded the Japanese candidate characters.  

Please provide any additional information below. Attach a screenshot if
possible.
The issues doesn't happen on "On-screen keyboard".  
Steps :
1. select "On-screen keyboard" from the system tray => Accessibility" 
2. touch on the omnibox to bring up the virtual keyboard
3. set IME to Japanese 
4. touch "ka", and then touch "space" 
Then, able to see the "down" arrow key

Unable to reproduce the issue on the old virtual key UI.
