[CCA] Dru: CCA app, not able to switch to "Back" facing camera mode

Chrome Version: 11021.23.0, 70.0.3538.28 (beta) channel
Camera vers: CCA 5.2.1
Devices: Dru

Step:
(1) Launch CCA 5.2.1
(2) Switch to "Back" facing camera mode
Observe: 

Expected result:
able to switch "Back/Front" facing camera without issue

Actual result:
not able to switch to "Back" facing camera mode

How frequently does this problem reproduce? (randomly)

Also reproducible on Nocturne with build  11086.0.0, 71.0.3555.0 (dev) channel.

Is there any app using camera in the background? I cannot reproduce it on my Dru (scarlet/R71-11096.0.0/71.0.3558.0/CCA 5.2.1).

I can able to reproduce the issue with 11095.0.0/71.0.3558.0/CCA 5.2.1 (dev) channel (Dru PVT) Only 1 camera open.

This might be a race condition in our implementation of MediaStreamTrack.stop() finished too early while the underlying device are still closing the camera, so we cannot switch to another camera as the original camera is not yet fully closed.

I will investigate further.
