[CCA] Soroka: CCA app, freeze/crashed when switch "video/photo" mode

Issue description

Chrome Version: 11021.23.0, 70.0.3538.28 (beta) channel
Camera vers: CCA 5.2.1
Devices: Soroka

Step:
(1) Launch CCA 5.2.1
(2) Switch to "video""photo" mode (switch back/forth)
Observe: 

Expected result:
able to switch mode without any issue

Actual result:
CCA app freeze/crashed (see attached file)

How frequently does this problem reproduce? (randomly)

Did 'app freeze/crashed' mean showing the error message in Soroka_CCA_crash.png?

(CCA would show that error message when it failed to connect camera device, acquiring streams.)
It looks like an error occurred in camera HAL. Relevant log snippet from the feedback report:

What's the hardware revision of the Soraka? This looks like a known hardware issue with Soraka Proto/EVT/DVT1 devices.
