Issue description

https://ci.chromium.org/p/chromium/builders/luci.chromium.try/linux_chromium_rel_ng/192813 is the build.

https://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=site_per_process_webkit_layout_tests%20(with%20patch)&tests=virtual%2Fthreaded%2Ffast%2Fanimationworklet%2Fworklet-animation-responsive-to-zoom.html shows that this fails all the time.

Sheriffs, can you take a look?

Reverting https://chromium-review.googlesource.com/c/chromium/src/+/1237235, looks like this affected CI bots too.

i had already added the test to TestExpectations, which is why the revert failed.  the original author is aware of it.
