Home Page without AD Domain

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Set Home Page polices via GPO

What is the expected behavior?
Home Page policies will be set and kept by Chrome and allow it without AD

What went wrong?
now AD is required

Did this work before? Yes 56

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

I normally keep my computers with strict policies for Chrome for children to protect them.

This policy is abused too often by malware to force the user into pages controlled by their authors. I am afraid we don't have plans to waive this restriction for now. If you wish you can set up a Samba AD server as a free alternative to using proper AD setup which is sufficient alternative for this use case.
