[NTP] "Return" to customized NTP after viewing doodle

Chrome Version: 69.0.3497.100
OS: Mac: 10.13.6

Repro steps:
1. Open a NTP on a doodle day (with interaction/expanding doodle)
2. Click the doodle
3. Doodle expands

What is the expected result?
After the doodle expands, clicking outside of the doodle should return back to the steady/load state of the NTP w/ Doodle (or customized background NTP w/ Google & doodle ball animation)

What happens instead?
After the doodle expands there is no way to return or undo.

This might be hard to do for interactive Doodles that take over the page. 

Assigning to Kristi to investigate, given recent work on Doodle-related styling on the remote NTP. We may need to revisit for the local NTP.

Im also fine punting on this is we are investing in better ways to integrate the doodle on NTP. Not sure when we are planning for that work.
