Steps to repro:
# Powerwash back to OOBE
# Turn on ChromeVox with ctrl + alt + z
# Navigate to the EULA screen 
# Tab around through the entire tab order
# Note that between the system tray and going back to the main heading ChromeVox highlights the entire window and just says "Chrome"
Expected: this isn't in the tab order, it doesn't add anything and is confusing
