Add Rally Camera support for logitech updater

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?
Updates Logitech Rally Camera device firmware when run logitech-updater --update_components command or upon plug-in/system reboot event.

What went wrong?
logitech-updater currently does not have support Rally Camera firmware update

@reporter: Could you please provide proper repro steps that reproduce the issue and if possible request you to attach actual and expected results screencast/screenshot so that it would be really helpful for triaging the issue.

Steps to reproduce the problem:
1. Make sure logitech-updater (an older version that does not have support for 
   rally camera) is on your chromebox.
2. Run 'tail -f /var/log/messages | egrep "logitech-updater"' to get real time 
   logs.
3. Plug in your Rally Camera device and you should see that logitech-updater is 
   not triggered and run.

Attached to this comment is a .png file with logs that should be expected upon plugging in a Rally Camera device.
