Issue descriptionChrome Version: 69.0.3497.92 OS: Mac OS X: 10.10.0 to Mac OS X: 10.10.5 What steps will reproduce the problem? We don't have a machine on this version to reproduce but there have been 40+ reports. What happens instead? "Since this update, I cannot drag the window around on my desktop. It only does this with the Chrome browser. Safari and all other windows I can still drag where I want." "After the update you forced, I can't grab the top of the browser window to relocate the window position on my screen. I can grab a tab and drag it out of the main window, but once I drop it somewhere, I can't move it either. I'm running OSX Yosemite, 10.10 Can I go back to the old version or something?" "Intermittent inability to move or drag windows around. Quite often i am not able to move a chrome window around on my screen without either clicking off the application, going to a different app or my finder, then clicking back on chrome. After doing this I can move the window around without any problems but it will eventually stop working again. Sometimes I can fix the problem by selecting different open tabs within Chrome but this does not always work." "i cannot move a window. i can only resize it, minimize but i cannot move a window."

Re. c#1, that sounds like a different issue: not being able to drag tabs between windows on separate monitors. Would you mind filing that separately?

I haven't been testing on 10.10.0-10.10.5 because 10.10.6 is the latest point release. Have we gotten any reports from 10.10.6?
