Chromebook stuck in disabled mode after deprovision from the Admin Console

Issue description

ChromeOS version: 68.0.3440.118
ChromeOS device model: Acer C720 Chromebook
Case#: 16948661

Description:

Chromebook remains locked and disabled after unenrollement.
Possibly related to issue crbug/884127

Steps to reproduce: 
1. Login to Amin Console.
2. Disable the device.
3. Deprovision device
4. Device remains locked with customer domain

- Tried to wipe device, as well as recovery with USB 
- Connected to an unrestricted network 

Current Behavior / Reproduction: 
Device remains locked and disabled after unenrollemen  

Expected Behavior: 
When a device is disabled, it should unlock when is deprovision
