Issue descriptionGoogle Chrome 70.0.3538.16 (Official Build) dev (64-bit) Firmware Version Google_Caroline.7820.384.0 Steps to repro: # open launcher fully by navigating with alt + shift + l, pressing enter, then tabbing to the up arrow, then pressing enter # tab to any icon, for example, I used the Docs icon # right click it using shift + search + volume up Expected: way to rearrange icon order Actual: no way to rearrange Also affects screen reader users

Does a UX paradigm for re-ordering a list of things in a grid via keyboard exist already, or do we have to create our own from scratch?

Typically, what I've seen is that in the context menu for each icon, there is an option to "move left" or "move right". I think that's all we need to do here.

Ok, talked offline with omrilio, lets just use a keyboard shortcut instead of a context menu option. what do you think lpalmaro? ctrl+left/right?
