Currently, we skip using HW H264 in Android because SW H264 isn't available. This should change and we should making use of HW because most android devices cannot keep up with the workload through SW encoders. 
Possible solutions:
- Split RTC_USE_H264 flags such that encoder and decoder are available separately.
- If HW H264 is causing problems in initialization, we can directly throw an error.
- If HW H264 is causing problems, we direct MediaRecorder.start("no mime type") to another codec.
