It seems like this bug might be causing the screen to flicker when on fullscreen on youtube or HTML5 player with NVIDIA 2080. Screen flicker only seems to happen on a dual monitor when you have a fullscreen video playing on one screen and game playing on another screen.

It sounds like this is fixed with the latest drivers, is that correct?
The new driver made a lot of difference. But it still not buttery smooth it lags now and then.

When you say "it still not buttery smooth it lags now and then", are you referring to video playing only, or it's more than just video?

Dale: "HW video decode not available for profile vp8", is that expected? and the other video related errors? Will they cause the video playback in this bug?
"HW video decode not available" errors are normal, and really shouldn't be LOG(ERROR) messages. It just means that we will use software decoding for that codec, and that shouldn't be a cause of any problems.
Right, the other errors are less expected. They seem to indicate that we got passed initialization (we think the hardware supports the codec), but then failed to actually create the hardware decode session.

This also means that that particular decode will fall back to software decode. There isn't enough information in the log to know if that's a concern for performance; a chrome://media-internals log might shed more light.

This might be a nvidia bug than chrome. However I have attached the log for your review.

I don't know about the pow() errors, but the dxva_picture_buffer_win.cc error is not expected (I believe it's failure to release an output buffer using eglStreamConsumerReleaseKHR()). It seems like this would cause problems for hardware video decoding.

Since there's no error from the attempt to make the context current (dxva_video_decode_accelerator_win.cc:1308), and it's definitely the same context that was used to create the stream consumer, i'm unsure.  seems like a gles / angle thing.

when generating that error, angle checks for pointer equality with the (angle) context that it was created with, but i have no idea how that maps the the chrome context that owns it.

zmo: is there any way that a stub->DecoderContext()->MakeCurrent() context changes which angle context (https://cs.chromium.org/chromium/src/third_party/angle/src/libANGLE/Context.h?rcl=9d0bb3d4d5c012d3b68bbf47adc910e66009bd5c&l=206) it uses?

Not sure these are NVIDIA RTX 2080 problems -- I've seen similar dxva and pow-related messages when filing  issue 893462 . In that issue I had NVIDIA 1080 Ti. I would be able to investigate this better next week..
I cannot repro anything out of the ordinary with following versions:
Chrome/72.0.3588.0
NVIDIA GeForce RTX 2080 
Driver version 416.34
1 monitor

The DXVA errors are not visible in the log anymore.

Can confirm I have problems with "blank screen" using hardware acceleration on Canary build also drop down menus appear black or blank.

kalaria@gmail.com: Would you be able to describe more in detail what prompts the problem? Which sites do you access, do you have multiple sites open, are they on the same monitor or different monitor? When you observe this, is the problem still a freeze or what is the symptoms?
Yes, I have multiple sites open on Multiple Monitors in multiple virtual desktops in windows 10. It seems like there are lag/Micro Freezes that is being caused.
