Non-Regression: App icon is seen missing in header of app info overlay in overview mode

What steps will reproduce the problem?
(1)Sign-in to user>> Open App info of any app from app list
(2)Click on overview mode button and observe only App name is seen in header and app icon is missing

Actual: App icon is seen missing in header of app info overlay in overview mode
Expected: App icon should be seen along with app name in app info header similar to Remove dialog.

This is a Non-Regression issue seen from M70 as for App info overlay, header is seen from M70.

I'm not sure if the icon data is available. Removing M-71 label as this is pretty low priority.

How did you get that second screenshot? Popups are not supposed to be shown in overview, and it looks like there is twice the shadow.
