Ctrl and Command keys are messed up for extension shortcuts

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Go to chrome://extensions/shortcuts and set some extension's shortcut as Ctrl+C 2. Click the omnibox (address bar) 3. Press Command+C to copy the URL What is the expected behavior? The URL is copied and nothing happens about the extension. What went wrong? It works also as Ctrl+C and activates the action that was mapped to Ctrl+C. WebStore page: Did this work before?
