OS: Windows(7,8,8.1,10) 
 
What steps will reproduce the problem?
1. Launch chrome and navigate to 'chrome://settings/languages'.
2.Change browser language to any other language (eg. Hindi, Marathi etc).
3.Now give print command and observe.

Actual Result:'Print using system...' link on preview does not translated after changing browser language to any language(ex .Hindi,Marathi).
Expected Result:'Print using system...' link on preview should get translated after changing browser language to any language(ex .Hindi,Marathi).

This is a regression issue broken in ‘M-71’ and below is bisect information:
Good Build: 71.0.3551.0 (Revision: 590851)
Bad Build : 71.0.3552.2 (Revision: 591210)

You are probably looking for a change made after 591108 (known good), but no later than 591109 (first known bad).

Issue is not seen on Linux(14.04 LTS) and Mac(10.12.6, 10.13.1, 10.14, 10.13.6) OS.
