Convert sync_ui_util_unittest.cc from using PO2TS to using IdentityManager

- It gets the PO2TS from the Profile (note: it does not inject a fake).
- It calls PO2TS::UpdateCredentials() and PO2TS::GetDelegate()::UpdateAuthError(). The latter has a TODO for removing the need to access the delegate: crbug.com/836212.

This conversion should not be blocked on anything; we should be able to use identity_test_utils.h to set the refresh token in advance of having the API in AccountsMutator.
